The State Government Ethics and Lobbying Reform Act, which establishes ethical standards for the conduct of state officials in all three branches of government and imposes broad new regulations and restrictions on those officials and on individuals and entities that seek to influence their actions, also has important implications at the local level. This bulletin focuses on those sections of the state ethics and lobbying laws, including ethical conflicts, gifts, and lobbying, that have potential application to local government officials and employees, and is updated to reflect changes in these laws enacted by the 2008 General Assembly. This bulletin replaces Local Government Law Bulletin No. 116, “2006-2007 Ethics and Lobbying Reform: Applications and Implications for Local Governments,” published in October 2007.
