Tax year 2009 will witness the debut of two new programs aimed at elderly and disabled taxpayers, the disabled veterans exclusion and the “circuit breaker” exclusion. This bulletin focuses on the circuit breaker program, both because of its novel approach to property tax reduction and because of the special preparations it may require of local tax offices across the state.
