The General Assembly enacted comprehensive Medicaid funding reform legislation in the 2007 Appropriations Act (S.L. 2007-323). The legislation resulted in the state assuming the counties’ Medicaid costs, but it also contains other provisions that impact county revenue. This bulletin looks at both the individual effect of these provisions and their collective impact on counties’ expenditures and revenues. It provides an overview separated into two key sections. The first section details changes in revenue that will cause a financial loss to counties, and the second section describes changes that will generate a financial gain for counties.
