The State Government Ethics and Lobbying Reform Act, which establishes ethical standards for the conduct of state officials in all three branches of government and imposes broad new regulations and restrictions on those officials and on individuals and entities that seek to influence their actions, also has important implications at the local level. This bulletin focuses on Parts I and III of the Act, which are concerned with ethical conflicts, gifts, and lobbying involving persons other than members of the General Assembly (who are the subject of Part II of the new law).
