A new edition is forthcoming in Spring/Summer 2010.
In addition to examining the contours of the public's right of access to public records held by North Carolina local governments, this new book reflects a 1992 ruling by the North Carolina Supreme Court that endorses a broad definition of public record, holding that only the General Assembly may establish exceptions to the public's right to access and copy public records. Although focusing mainly on local government, much of this book will also be useful to officials in state government. Replaces an earlier Institute of Government volume, entitled Interpreting North Carolina's Public Records Law.
This book is updated by a 1997-2003 Supplement.
