It gives readers a general introduction to the statutory procedures that govern contracting by local government agencies and serves as a "roadmap" through these procedures. Legislation effective July 27, 2005, changed the coverage of the informal bidding statute, G.S. 143-131. The new edition covers those changes and also incorporates 2007 legislative changes.
