Identifies important factors influencing water and sewer rate-setting. Includes tables detailing estimated water and sewer billing totals for 333 utilities.

Every NCLM member will receive one free hard copy of the report and can purchase additional hard copies at a reduced price of $20.00 plus tax from the North Carolina League of Municipalities.

The UNC School of Government and the NCLM will sell copies to the general public for $45.00 plus tax.
